The Highway Trust Fund (HTF) shortfall and transportation funding are expected to be part of the debate on any stimulus package or continuing resolution brought before Congress when it returns to work next week, NSSGA reported. In preparation, the Department of Transportation (DOT) has considered alternatives to using money from the general fund to pay for the shortfall and other transportation investments. The Bush administration has made clear that it opposes using general fund dollars to shore up the HTF. NSSGA is working with its partners in the Transportation Construction Coalition to build support for the plan to restore $8 billion to the HTF that was transferred to the general fund when the firewalls were first put in place.
