Obama proposal would transfer $20 billion to highway fund

The U.S. Department of Transportation has unveiled an outline of the Obama administration’s proposal for an 18-month extension of the federal surface transportation program or what it terms “Stage I Reauthorization.” The proposal calls for a transfer of $20 billion from the general fund to the Highway Trust Fund to maintain its solvency through March 31, 2011. The $20 billion is to be offset by spending cuts and revenue increases over a 10-year period.p>
